The Rock Valley College Police Department (RVCPD) contributes to a safe learning environment in which students, faculty, staff, and visitors may work and pursue educational objectives.

Authority

The RVCPD is authorized by 110 ILCS 805/3-42.1. All Rock Valley College police officers have the same authority as city police and county sheriffs, including the power to arrest on sight. RVCPD enforces all laws of the State of Illinois and regulations of the college.

Identification

Every RVCPD officer is issued a badge and carries a photo identification card.

Services

RVCPD provides many services to the Rock Valley College community, including but not limited to the following:

  • Police patrol
  • Criminal and traffic law enforcement
  • Criminal and non-criminal investigations
  • Emergency first aid response
  • Parking enforcement
  • Traffic control
  • Special event security
  • Fire and safety inspections
  • Community services, including crime prevention education and personal safety presentations
  • Public assistance, including vehicle assistance and building access
  • Safe Walk Program

Emergency Call Boxes and Emergency Telephones

Emergency call boxes and emergency telephones are located around campuses, walkways, and in buildings, including the RVC Main Campus, Bell School Road Center (BELL), Advanced Technology Center (ATC), and the Aviation Career Education Center (ACEC). In the event of an emergency, using these boxes and telephones connects individuals with trained personnel.

Safe Walk Program

The Safe Walk Program is available to any individual on campus who, for reasons of personal security, would like an officer to walk with them to or from their vehicle or between buildings. This service is available to all students, staff, faculty, and visitors.

Call (815) 921-4357 to request assistance. Officers are unable to provide rides between locations.

Campus Parking

Parking permits are required in designated areas and gated lots. Permits are available only to Rock Valley College staff and faculty. Parking in these areas without a permit may result in a fine.

All other parking areas are open unless otherwise marked. All roadways are considered fire lanes, and parking is prohibited. Parking is not permitted on sidewalks or along campus roads. Vehicles must be parked within designated areas and painted lines. Violations may result in a fine.

Overnight parking is not permitted. Vehicles left overnight without special permission from RVCPD are subject to a fine and possible towing.

Parking Violations

Anyone parking on campus must observe Rock Valley College parking regulations and obey posted signage. Parking fines may be paid at the Accounts Receivable Department, located in the Stenstrom Student Center.

Parking tickets may be appealed within 90 days of the ticket date by submitting the parking appeal form .

Disabled Parking

Temporary disabled parking placards may be requested through the Disability Support Services Department, located on the ground floor of the Stenstrom Student Center. Temporary placards require physician authorization and are valid for no more than 90 days. Placards are valid only on Rock Valley College campuses.

Parking in a disabled space without proper plates or a placard may result in fines of up to $250. Use of a placard or plates when the authorized individual is not present is illegal and may result in fines of up to $600, placard confiscation, revocation, and possible loss of driving privileges through the Illinois Secretary of State.

Campus Speed Limits

To ensure safety, a 20 mph speed limit is enforced on all campus roadways. The speed limit in all parking lots is 10 mph. Violators may receive a state citation with fines as prescribed by Illinois law.

Smoking on Campus

Smoking is prohibited on campus. Violators are subject to citation and fines as prescribed by Illinois law.

Severe Weather

Rock Valley College coordinates with the Winnebago County Emergency Services and Disaster Agency and participates in the emergency warning network. Building Emergency Action Plans (BEAP) have been provided to assigned staff and faculty.

During severe weather warnings, follow the instructions of BEAP personnel and RVCPD. The safest locations are ground floors, interior classrooms, stairwells, and restrooms. Avoid corridors, windows, and long-span roofs. Designated severe weather areas are clearly marked.

Crime Stoppers

The Rockford Crime Stoppers program may be contacted at (815) 963-7867 to provide information about a crime. Callers may remain anonymous. For ongoing emergencies, call 9-1-1.

Campus Sex Crime Prevention Act

This law requires the tracking of registered sex offenders who are enrolled in or employed by institutions of higher education. It amends the Jacob Wetterling Crimes Against Children Act and the Sexually Violent Offender Registration Act.

The Illinois State Police maintains a statewide sex offender registry, which is updated daily and available through the Illinois State Police Sex Offender Registry .

Registered Sex Offenders at Rock Valley College

RVCPD maintains a Sex Offender List documenting registered offenders who are students or employees of Rock Valley College. This list is available for viewing at the RVCPD office in the Support Services Building (SSB), Room 1100.

This requirement applies to all Rock Valley College courses and programs, including GED, ESL, ABE, Community and Continuing Education, part-time enrollment, and collaborative or partnership programs.

Registered Sex Offender Police Department Requirements

Registered sex offenders must register with both their primary home police agency and the Rock Valley College Police Department each semester or whenever enrollment status changes.

Registration paperwork must be completed with RVCPD within three days of enrollment. Any status change must be reported immediately.

Registered Sex Offender Dean of Students Office Expectations

Registered sex offender students must meet with the Dean of Students or designee prior to each semester of enrollment, comply with the expectation sheet, and report any schedule or enrollment changes.

Annual Security Report

The Annual Security Report includes crime statistics for the previous three years and institutional policies related to campus security, crime prevention, and reporting procedures.
