Reporting of Hazing and Anti-Hazing Procedure
Procedure Statement
Rock Valley College is committed to maintaining a safe, inclusive, and respectful environment for all students. Hazing is strictly prohibited and is not tolerated under any circumstances, whether on or off campus. All students have the right to participate in student organizations, athletic teams, and college-affiliated activities without the fear of physical or emotional harm.
Definition of Hazing
Hazing, defined as an act that endangers the mental or physical health or safety of a student, or that destroys or removes public or private property, for the purpose of initiation, admission into, affiliation with, or as a condition of continued membership in a group or organization. Participation or cooperation by the person/s being hazed does not excuse the violations. Failing to intervene to prevent and/or failing to discourage or report those acts may also violate this Code.
Examples of hazing include, but are not limited to:
- Physical abuse, such as beating, branding, or forced physical activity.
- Forced or coerced consumption of food, alcohol, drugs, or other substances.
- Acts of humiliation, degradation, intimidation, or mental abuse.
- Sleep deprivation, isolation from peers, or interference with academic obligations.
- Any activity that causes embarrassment, ridicule, or emotional distress.
Consent to hazing is not a defense.
Scope
This policy applies to all students, student organizations (including clubs, athletic teams, and honor societies), and any individuals acting on behalf of a college-affiliated group. It also applies to any behavior occurring off campus that affects the College community.
Reporting Hazing
Anyone who witnesses or suspects hazing is strongly encouraged to report the behavior. Reports can be made confidentially to:
Retaliation against anyone who reports hazing in good faith is strictly prohibited and will be subject to disciplinary action.
Disciplinary Actions
Individuals or organizations found responsible for hazing may be subject to:
- Suspension or expulsion from the College
- Revocation of recognition of a student organization or club
- Loss of privileges, including participation in college activities or access to facilities
- Referral to local law enforcement if criminal behavior is involved
Education and Prevention
The College will provide annual training and educational resources to raise awareness about hazing, promote safe group initiation practices, and empower students to intervene in harmful situations. These trainings will be offered through the Dean of Students office.
Compliance with State Law
This policy complies with 720 ILCS 5/12C-50 laws regarding hazing. Criminal charges may apply in addition to College sanctions.
